How the service is started. upstart does it based on events, initng etc. based on dependencies and sysv based on static priorities.

Your proposal does not consider that.</description>

		<description>So, rather than designing and implementing some custom format, how about adopting the format proposed by upstart that already includes all of this information and more?  You could then just translate the information to other init script formats.</description>
